Looks like a cam bolt, to be used with a cam lock. I just put a coffee table together and the bolts looked similar.

Ones with red hammer-down end pieces were appropriately called 'Red Heads.' Yes, concrete anchors. They needed to be inserted red head first into a blind hole. Then, 'Whammo!' The Red Head spreads the sides of the pin to a friction fit. The threads are above the slab.
