Alarm tools?

I found these cutters while going through my father’s barn. I’ve never heard of Alarm. I assume they’re metal shears, but what’s the proper name?

It looks like a tool to cut metal strapping. But I have never heard of Alarm.

Shears of some sort, maybe pruning shears. A coil spring is supposed to be on those bosses in the middle close to the pivot, to make the jaws spring open. Common on pruning shears, not so much on tin snips. Tin snips usually have looped handles too.
