Allowed -shippable- battery charge/capacity

For the most part Milwaukee Batteries always are shipped at 25 or so at SOC from the factory - which is not the ideal storage conditions for batteries. Years, ago, maybe 5, 6 - before whatever law was passed, they were shipping them from the factory at a higher SOC.

Fast forward today, with the economy moving along, WFH is going to change to road warrior nomad status. Anyhow, just got a few more power banks in, two being in the larger 30000 mah and was quite surprised that out of the box, they were at correct SOC of around 75%...

Anyhow, anyone in the know on what the law states on SOC relative to battery capacity. I found this - UN3480 which states 30% SOC but it doesn't say what size , etc . Maybe the answer is all LION's do need to be at 30% SOC but this made out east, PRC power bank manuf. is just not playing by US rules

lit ion is 100 watt hours for air shipping. 30 watt hours isn't close.

this is why some drones have multiple batteries. and dewalts 60v is technically above the watt hour limit, but with a cap on it its below. magically.

The UN3480 just seems to state charge capacity but no call out on sizing on the battery.
I've wondering why the most compact M12 or M18's are are shipped at 25'ish SOC

thats what it take to verify the battery and stores well would be my guess. why the other ones are so high is sadly more than likely they're using used cells in USB battery packs. used cells more likely to have a higher SOC.
