Can anyone tell me how to reset one of these PTAC

Reset it? What's the issue? Usually they are on or off. Unplug power cord or use breaker if hard wired

I'll just about guarantee that you have a bad control board, that's the only thing that really ever goes bad on those

it does'nt want to turn off with the control knobs. it also does not seem to be blowing very warm either.

just got done working on it. took the cover off for the control board. it was covered in dust and bugs. i blew it off. it seems to be responding to the switches. but i can only get the heat to blow 68.2 degrees. the dip switches are set to blow the highest at 84.

Those dip switches set the limits on the thermostat not the air temp to keep users from over heating the rooms. Some of those units you change the power cord to change the KW of the heat strips that are activated. You need to look at manual for that model. Sounds to me like it is working as designed with just not all heat strips on. You could have thermal fuse on one or more heat strips out is why it won't heat any higher.
