They could be returns but many times it is just the package has been damaged so they sell it at a discount. I have purchased three or four extension cords and all of them were new except the packaging was damaged. If something isn’t in the condition you expected Amazon makes returns easy.
Thanks for the advice, I’ll give it a shot!

I found a Made in USA 5/8" ground rod driver for SDS rotary hammers for less than $8, shipped by Amazon:


There are other sellers of the same TruCut driver for around $40.
Other sellers have ground rod drivers made of pure Chinesium for around $20, and brand names are $30 - $40.

If you think you are EVER going to drive a ground rod, this is a no-brainer purchase. I used the TruCut driver with a cheap Bosch cordless rotary hammer and it did the job in about 10 minutes per 8' section. So much better than trying to use a sledge on a ladder!

In the past I've use an SDS 1/2" socket adapter and a larger socket. These type of drivers are a God send when driving a ground rod.
