Alright I'm confusing myself so hopefully someone can help me out. I know they're amperage ratings but what exactly does "1max(A)" and "1eff(A)" mean?

What kind of equipment is this on.

I'm thinking MAX current would involve a inrush current. And EFF would be normal operating current. Just a guess

Sorry, should have had more info in my post.
Yes it's for a welder, Miller 220 to be specific. Thought it was weird that it specs a breaker for 120 but fuses for 240.
I don't see why a 40amp breaker wouldn't work though.

Foot note 2 just specs RK5 fuses.

Had I just read the entire page last night I wouldn't have needed to ask you guys for help....all the info is right there in writing, even has that NEC article.
