An S-O rat I got recently

I've been asked if this ratchet is a military issue, but I have no clue. Figured I'd post a few pics and you in-the-know folks could educate me.

Yeah that's a snap on ratchet made only for the military. I know that for one because snap on used a special design for some military ratchets and two the M in the part number I believe that dates from the 1960s but not completely positive on that part.
