I would like to re-use these copper gaskets. They were between the turbo down pipe and the CAT.

To re-use should I anneal them? If so how hot?

I used to anneal allot of head gaskets when I rode brit motorcycles. Not sure where I got the technique from but I very rarely had a problem. I would use a hot plate and simply lay the gasket on it until it turned a bunch of different colors. I am sure there is a more scientific way. YMMV.

Proper way to anneal copper is heat to cherry red and then plunge into cold water. I have done it years ago with gaskets on very old motorcycles, but rarely see a pure copper gasket these days.
I wonder if your gaskets are all copper?

I don't think so. They were on the car and one can make out tiny crimp marks on them where the metal is folded over.

No clue about the gasket reuse, but I do know something about annealing copper:
* Take a sharpie and make a few big marks across it.
* Move the flame around to heat evenly
* Heat until the sharpie mark disappears
* Quench in water
