yes, it is a repainted asian import. I have the same one in a bench top. it is decent
nope .mine was free.it was going into the garbage . needed the fan cover on the motor replaced

I have a Buffalo 18 - that ain't no Buffalo. And he's off on the price by at least a factor of 4.
