Im sure this has been addressed and this is the best pic I have now, but my question is when I start insulating the walls, do I put the batt insulation behind the wiring or in front of it. The left side of the pic shows what I have all over the garage.

Traditionally, the thought has been to split or separate the insulation so that it goes on both sides of the wiring. It can be done.

It's pretty easy to split the insulation so it goes in front of and behind the wire - just grab the lower edge with both hands and pull it apart.
