Another mystery tool, Wizard ??

Here's another one. Its made to mount on something, like the edge of a shelf or bench. When the crank is rotated, the 4 geared hooks rotate the opposite direction at a higher rpm than the center hook. Looks like it is to braid something. Its marked Wizard Nes Detroit. I know Wizard made ice cream makers but this doesn't look like that. Any ideas ?? thanks
