Another mystery tool

Anyone ever seen this tool and know what it was used for. Looks like it may have been part of an auto tool kit or may not even be auto related. The tool has this stamped on it:

ABC in an oval with an arrow thru it.
12 x 13 (mm)
Chrome - Vanadium
Made in W-Germany

I guess that I did not realize that spark plugs came in 12 and 13 mm sizes now.

just a pipe wrench, I have a set ranging from 6 to 22mm.
