Another possible leatherworking tool?

I found this in the $1 bin at the latest estate sale, underneath the garden trowels and Y valves... along with a B&S feeler gauge, Starrett radius gauge set, and a W. Butcher gouge. The best find was a great Briddell meat cleaver in the $3 random kitchen knife bin.

I asked my leatherworker brother in law, and my professional potter sister, and they don't know.
It looks like some kind of leather offset marker but nothing really makes sense yet.
Any guesses?

When I'm lost and suspect leatherworking, I look in

CS Osborne at ITCL

Various other saddler's and cobbler's tool catalogs at ITCL.

YES! That's it. Thanks, I'll have to try it out, my kids will find it hilarious too.
