It is a die for making a streamlined dimple. An example of this would be raised dimples around the ring cowling of an early radial aircraft engine, which provided clearance for the cylinder rocker arm covers. Also to cover any small item protruding into the slipstream.

Thanks for the info. We had Curtis in the Buffalo NY area. Maybe came from that plant. If you have any pics showing the dimples that would nice.
