Another what is it from a tire shop. Says wheel size 10"-161/2". Numbers on back are 101-65-2

Just guessing: maybe a wheel rim straightener?

Those are rim clamps for an alignment head, the round dowel looking parts grab onto the lip.

Parts off a Hunter wheel alignment head. Normally there were 4 of those, one for each wheel.
