second thought maybe not broken, it looks like it has a bronze bushing to guide the bits on their shanks rather than the jig having a ring that guides the holesaw itself

About the height of the beverage bottle in the background is my guess lol my brother sent me the photos for me to figure it out. This one stumps me.

Does not look broken to me. He thought that as well a jig for cutting holes. I doubt that it is.

Dang I take my doubt back after looking at it again both of ya are right I think now.

it surely resembles a door drilling jig , or something similar. drill a large boar ( for the knobset) and a smaller hole ( for the latch) 90 ° to the knobset , centered in the door

measure from the tang on that center pc to the center of the larger hole on the side or the center of that bushing & I bet it is 2-3/8" or 2-3/4" . older could be 2-1/2" or 2" too
the counterbore in the center pc with the tangs is probably 1" or 7/8"
