Another "What is it" Thread... The Belle No. 2

I picked this up last month as it looked interesting, but can't find any information on it. Nothing under the name, Google Image Search, etc. My friend thought it was a riveter based on a photo but I can't see how that would work. Appears to be some sort of cutter/nipper. Is anyone familiar with this, the brand, or intended use?

That’s probably a bench tool, the ELL handle goes down in a hardie type hole, giving you great leverage on the upper handle. The cutting end looks like it would shear something off.

Nothing yet, one reference to punch a hole, but nothing definite yet.
