If it were mine, it would be half of a hood latch. The other half being an elastic strap and ball.

But why the floating hinge? OP states it's 2 pieces but it sure looks like once it is screwed down to a flat plane, the second part becomes secure and floats up and down.
Tried looking up ROCH NY...guessing that's Rochester, New York, the manufacturer location...and PINK's is the name of the company?
I came up hi and dry on any more surfing research....

Came up empty handed with my googling, searching with Pink’s just turns up pink things

My first guess was Rochelle, NY... also came up empty... lol.

I’m thinking nautical too. Maybe a mast end quick release attachment for a spinnaker pole?
The spinaker pole pushes against the mast This thing looks like you would have to pull on the top piece to make it wedge tighter on that 3 hole base. Maybe the outboard end? That open ring doesn't look very secure for just a knot. This a good one.

I think it is some kind of wall hanger. The open ring attaches to whatever it was made to hang. The 3 hole plate is on the wall. Slip the top piece onto the plate and the more you pull down the tighter it wedges. Lift up to unhook. It is very secure and you don't have to lift very far to get it off.

Who's Rochelle? they make...errr made... stuff in Rochester.

Probably the entity at 40 Silver street in the 50's known as Pink's Products Corporation, or Pink's Pattern & Foundry.
