Another "what is it"?

Previous owner of my house left this in the garage witha powder thrower and some other hand loading stuff. I can't find any markings on it anywhere. The mass is all in the base and it weighs a couple lbs. The top part of the base is knurled but it looks like it's all one piece and doesn't rotate separately.

I believe that's a surface gauge. The pointed piece is called the scriber.

The stand can be used to hold a dial indicator if you use the right arm and joints.

I can't think of a use for reloading, except for maybe comparing case lengths.

Interesting and I have to agree due to the link. My guess would have been basic run out indicator where you had to eyeball the run out while rotating what ever you were checking. Think old time slow moving pulleys where 100% precision isn't necessary.
