Another "What is it?"

I've had this thing for years. Don't know where it came from. No markings on it at all. It's about 7 inches long and the center piece adjusts the length. Anyone recognize it?

Sort of looks like a hold-down I've had on my trucks, to attach a tonneau cover or cap.
