Thats a K-D hose clamp tool, for use with the nasty little wire spring hose clamps used on GM cars of the '60's and '70's.

^ also re-branded by Craftsman. I have a set of those (Craftsman branded.) they don't get very good reviews here from the guys who've used them.

I hate all spring hose clamps. I replace them with stainless worm gear type clamps whenever I can.

I too have the Craftsman version of the tool and found it rather flimsy. Groove joint pliers seem to work just as well.
