Came to me in a handful for a ridiculous price. Is it a machinist's/metalworkers tool or a carpenter's countersink?

Pretty sure that is for holding Bears in place so you have time to take a shot. You simply attach a chain to the eyelet then sneak up on the bear and slip the pointy end up it's ****. Oh make sure the chain is anchored to something heavy because he is probably going to be angry.

I think Doug nailed it right off. Classic Bear-holder tool. Usually find them at estate sales for some reason.

De-burring tool is what I suspected, however, touching up the edges on a two sided stone, I suspect it would be harder if intended for that purpose. Thus, the countersink proposal, but-let the bears beware!
