Another 'what is it?'...

I have a few of this pocket tool in different brands and varying conditions. Photographed this one (the worst) because it was the one in my hand when I decided to post it here. There are 2 markings: one, a distinctive "USA" and the other simply "265C". I've had no luck with Google. An ID would be much appreciated.

Burnishing tool is correct. I used to use them back in the day cleaning relay contacts.

265C contact cleaner?

I pulled this little tool out of the bottom of the scrap metal bin and am wondering what it is used for. There are no maker's marks, just 265C stamped in the side, plus QEL 6 scratched on the cap. At first, I thought it was a feeler gauge holder, but I believe the thin strips are diamond...
