Picked this up at a sale the other day. I bought all the tools this old man had. Some auto, some.plumbing, and some woodworking. Not sure what this is though

Yup battery terminal cleaner, it appears to be missing the blades for the battery posts. Used to have one like it and was not a fan of it.

So what's the retracting spring on one end do?

The spring is for scouring the battery cable clamps. the other end is to clean the terminals on the battery itself and is missing the blades that do the scraping. Throw it away!
