Another 'What is This?'

I am not sure if this is vintage or not, came with some older American made tools in a auction. Looks like it has had some hard use, chewed up end on handle (Pliers probably) and some mashing on some of the grooves. I thought it might be for expanding O rings, but the rough usage would not be needed for that. Any idea what it is for?

Kinda looks like a tool I had for expanding nylon sealing rings but more robust

Those are usually pliers. Seems a little too precise for that.
