another What The Heck is this tool?

ok tool gurus. It says Stanley no. 42 it looks somewhat precise, has an adjustment screw. There is a what I believe to be Patent dates, 9-28-16 and 12-19-16. hard to read. I tried to look it up on google patents, couldn't find anything

It looks like a tool to do the left/right bends on the teeth of a circular saw blade. It would be used after sharpening the saw.
