In am not sure what this is for. I thought a Hammer Hit Cable Cutter but the anvil is cone shaped and the blade is flat edged. Some sort of crimper? Looking at how it mounts it looks like it might attach to a beam. Heavy construction tool? it has T313 and 7317A cast into it but no makers mark.t313c.jpg

This has been laying out on the ground in the corner of the field since I know before 1972 when I first saw it. Just ran across it again and picked it up. The property was a AAF training airfield in WWII but this may not even be related to that.

It looks kind of like a saw set...

You know, that could be it when you consider a big sawmill circular blade.
The fact that it clamps onto ¿a table? And that it apparently can swing around on its mount. You may have done it.

In my youth, I worked a few times with a saw the same size as the one in the above picture. We'd file the teeth sharp and go to it. They actually cut pretty well.

Actually I’m picturing a circular blade, maybe six or even foot diameter. OLD school saw mill.
