Another what's this tool thread.

I stopped by a friends place that has a machine shop. This tool was laying on the workbench. He was nowhere to be found. He is out of town and won't be back for a couple of weeks. I saw this and the curiosity is killing me. What is this and what is it used for?

Exactly. Thanks! I thought the taper looked correct to be a drift but I was thrown off by the automatic nature. All I had ever seen before was the type you tap in with a hammer. This is a pretty slick idea.
