Another Whatsit. Can you identify this?

I bought this with a bunch of tooling from a machine shop, and it has me stumped. I looked for it online and had no luck. Has anyone seen one of these before who can identify it? It was made in Japan and brought into this country by Tool Importers in New Jersey.
