I have these pliers with no marking. They are likely quite old
as they came from my father's workshop. They are well made
and the jaws fit together nicely. They don't seem strong enough
for metalwork.

Those are upholstery pliers made for stretching the webbing that supports springs on standard framed upholstery..

Also use on leather (only the extra long part that gets cut or hidden) to stretch. Usually get the leather wet, stretch over work piece with this tool or similar, etc.
