It bears a strong resemblance to a style of 3 finger pullers. The clamp suggests that it is designed to hold something with a hole in it that the 3 fingers can grab from the inside.

Looks like it could be used to expand the neck of a balloon to insert something inside it. Not that that would be what it was made for, but it does look like it was made to expand something.

Well, I thought maybe a hand winder. It doesn't turn, it just slides back and forth opening and closing the fingers.

Im not saying its a CV boot expander but thats what popped into my head. It still might be some kind of expanding tool.

So the U-clamp/shaft slides back & forth, allowing the 4 oblique-angled levers to move from a smaller diameter to a larger diameter, or 'vise'-versa? And the delta-diameter of the four fingers is relatively-limited, due to the narrow slots in-which they move?

Seems like some-sort of an assembly tool for inserting some type of seal into a flange, like for a very-large diameter pipe, where you are placing grommets into large machined holes or onto shafts.
