Antique Parker #88 Vise Help

Picked up an old Parker #88 Vise with an older swivel base.

Does anyone know what the purpose of the holes are on the two plates?

I think I know which way they are supposed to go but not 100%

It looks to me that the holes in the plate are for mounting the plate with counter-sunk screws. The plate goes on the top of the bench for the vise to ride on without wearing out the bench-top.
