Thanks for the feedback earlier today... another query.

RAM pump base? There are small holes in each of the feet, presumably to bolt down but the bolts would have been very small.

Possibly yes, but it doesn't quite fit. Plenty of images of RAM pumps come up in google search. There's a recessed rectangular housing that may have held some other component like the tank in above.
