It appears to be hollow and not solid. But still very heavy. I bet it was a base for a tool, but what tool I can't even guess.

Could be a base for a magnetic drill, don't see any way the drill would come loose.

If you're buying from a remnant yard, that's about right. If your selling to the scrap yard, it's maybe $0.04/lb ($80/ton). But it really depends where you are too.
