Triumph used to make some of the Snap-On drill bits, but it’s hard to say, since tool suppliers like Snap-On sometimes switch suppliers, and drill bit geometries are somewhat standardized across manufacturers.
Precision Twist might have been another supplier.
Also, I would really need to see the whole bit before making a better guess.

My guess would be Century Drill and Tool. O'Reilly has carried the Century brand of hand taps (IIRC mostly made in Japan by SKC Tap & Die) so I would think Century made the bits for O'Reilly.

I’m not sure that Century still makes their oen bits.
They changed the specs on their bits at one point, and it seemed like they may gave done so due to supplier issues.
That bit appears to use a standard geometry and point design, with a standard black and gold finish.
The Norseman Magnum drill bits look somewhat similar.
Look up Trinado drill bit, since this might match.
