Hi there I am from England,that looks remarkably like something we made to twist fence posts! Especially when driving timbers into the ground as you hit them they often twist. So by putting that on the top you could hit it while someone pulls the post round. We made a big one once to help twist twelve inch green oak timbers. They were the main supports for a wooden footbridge. Brian.
Looks a bit like a pipe strap tool. If the slit was wider it could fit a leather strap, but maybe it was used to tension metal bands on crates or barrels.
It looks like something made for twisting or bending lumber. Either as arkrite said for fence posts, or possibly made to assist when steam bending lumber, to pull the lumber around a form while clamps are aplied.
