I found it while cleaning and sorting for a move after thirty years. I don’t recall anything about it. The tap like part swivels on its own shaft.

It could be for an SKS rifle the metal shaft came with twine to clean the barrel, the big key looking one is to adjust the sight post I think. Not sure about the other one.
