Almost look like they could be anvils for a sheet metal nibbler. Is the bevel towards the inside sharp?

Does the smaller tip nest into the larger one? If so, I'd say punch and die for making holes.

Thanks for the ideas. I think they are two separate parts. The threaded portions are 3/4-16.
The left part has a .350 thru hole on top, no bevels, and the right part has a .250 thru hole. Seems like
some sort of guide for a tool.
