I would venture too say the flutes are maybe for a handle design to make it easier for holding on to the wrench in question?

But the picture is cut off so I can not see the whole picture for a better guess.

They appear to be just handle. There are no markings or anything else past that (it only goes on for another 1/4" or so)

It could be a handle that fit on a square shaft. 3/4" square is pretty beefy, and would be the head on a 3/4" set screw. Something like a quick-acting gate valve.
