Any Machinist chest experts?

I purchased an old/older machinist chest that I cannot find any info on. I’ve looked for a maker in the usual spots like inside the case itself in the bottom. I suspect it was made from a kit a while back for the quality of the material like the handle and the metal around the corners of the box are impressive. The screws are the older style and the diamond shaped plate around the lock has 1939 engraved in it. Anyone here seen a machinist box like this before?

Agree, 99% chance it was shop-made. Could be a shop class project or a guvmint-time-wasting project. I've known many handy guys who had jobs with lots of spare time and access to a fully-equipped shop.
