Bottom one should have a damper/louver to control the air. It normally has the control to change veg drawer to meat etc. Open it will let everything freeze in refrig section. Google the model number for a parts diagram and look for the missing parts. But since they are brand specific they will be very expensive. Usually the damper at the top has the return air flow for the refrig as hot air rises. Normally a refrig needs about 10% or so of the air flow from the freezer to maintain the right temp.

Sounds like evaporator fan issues, mine had a loud vibration in freezer. After searching for help on appliance parts and such I determined it was the evaporator fan which is separate from the compressor and located behind a rear panel inside freezer. New fan motor was about $60 and took less than an hour to change once I defrosted the freezer. One of the symptoms I saw for this was very cold freezer and warmer fridge, it results in the system running much longer cycles and this using more electricity.

Does it look like a factory hole -- there obviously should not be any direct hole w/o some type of trim. Maybe a picture.

The basic design of any single compressor refrigerator -- cool the freezer and blend air from the freezer to the refrigerator. The complexity of this blending can go from a simple flapper w/ dial on a duct passage to various motor control dampers and thermistors. You must make sure the internal fan is working to move the air -- the freezer will still cool .. but the rest will not because its not getting air from the freezer. Is the evaporator fan working -- or do you somehow have so many holes that the freezer is able to weld w/o the fan?

Also -- in a given model line up the there can be various upgrades. I have a side by side cabinet depth Amana (electronic) that differs greatly from the base model (freestanding) -- but it's the same basic unit. Mine has a control board and digital display, and can change the vent openings == the base model has one individual bimetal thermostats with a dial. Where mine has ports to cool the various drawers and milk compartment -- they others are covered. Maybe you are missing a cover ?

all fans are working, thermostats both working upper damper is working. no issues with the control system at all, just the original bad starter...the 3-in-1 is a quick install and only $10 so i'm into a pretty nice SS side by side for $85...

I am going with a piece of trim missing. not shown in diagrams as it's likely supposed to be glued to the interior panel (I went home at lunch and inspected the drawer and area again, did see some residue there) I thought maybe the drawer had some sort of seal to divert air but nothing like that, so for now having the hole stuffed mostly shut with napkins, foam, and some duct tape, I am maintaining a nice even 30 F. with the freezer able to get as cold as -20f....

maybe i'll get fancy and make a grill of some sort from something and screw it over the hole with a sliding vent like on a charcoal grill...

The freezer should be zero F. Mine has a white rubber grommet that covers a large hole -- this mates up with the channels that direct colder air into the bins depending on where they are set
