I bought new Dewalt tools off ebay -- a 1/4" impact driver, a drill, charger, battery, and a bag. For $120 shipped. They are not the latest XR brushless ones, but they still are beasts. Once you have the batteries/charger, you can always upgrade tools later. They hold their value pretty well as long as they are not beat to hell.

eBay has deals 24/7. I bought a 1/2" impact wrench off cl brand new then bought battery and charger off eBay for dirt cheap.
