For being outside since last fall, it doesn't look half bad. I guess the tarp they put on it was halfway decent.

I've ran one of those quite a bit, like most Cincinnati machines they are super stout and will really remove material without complaining. IIRC some of them had a goofy taper size though. If you were needing/wanting a mill, I'd give it serious consideration.
