Water. There’s a floor drain so it’s some type of wet room. Laundry maybe?

that is PEX. Blue usually means cold water. There should also be a red PEX hose

I can't think of a room that would have only cold water unless this is the line for the water heater. In that case, there needs to be a red PEX line somewhere

That's awful big for residential plumbing, has to be 1" at least, color is off too. Compared to the smaller blue pex line to the left of it. Maybe main supply line?

I’m on board with water as well. That conduit that is protecting it will have to be water proofed as well, so it will; not become a source unwanted ground water.
Waterproofing the conduit appears to be a building requirement nowadays at least in my area.

I AGREE 110%......How can the OP NOT know where da hell it's going to, or coming from???
Due to the fact that it's going into a "drain" tube, and there's a floor drain, it looks like a clothes washer drain line????
I think I'd try removing the end that goes into the white tube, and dropping a weight on a string to see if it contacts
water....and go from there. If YOU, the OP, duzzn't know shidt from shinola in this scenario, then I'd find someone
that does!!

My guess would be the main water supply into the house. The floor drain makes it look like a utility area. That would explain the larger diameter. It could be run through the PVC as a conduit, in case it ever needs to be replaced. I also have two others that run into my house empty to be used as a conduit for coax cable or whatever else I might want to run from outdoors to indoors without drilling or digging.

What does the print say on the tube, that will tell you what it's made for or at least what the specs are..
