That type of sander is usually called a "pipe belt sander". They are also manufactured by other companies as well. Most versions tend to be very expensive though. The companies I know of that manufacture the portable version are all German.
Fein Tools (maker of the multimaster, the original oscillating tool) manufactures a version called the
RS 12-70 E,

The guy starts to actually use the sander at around the 3:30 mark. The tool is very pricey. Seams to sell for between $1,600 to $2,800. If you check Ebay they do occasionally turn up there.
FLEX Tools of Germany makes a version called the
LRP 1503 VRA, model # 324.442. Expensive but far less than the Fein at around $700 to $800. These do turn up on Ebay. This is the USA Website,

RBE 12-180, these seem to have a street price around $900.

Suhner makes two versions, the
UTG 9-R, and the
UTC 7-R. This is the Suhner brochure with the two sanders and a few others.
