I have gotten so far as finding out that this thing is maybe some sort of valve grinding tool, but am not sure if it works properly or is broken.
When I turn the crank/handle, the head or chuck that currently is holding a sort of blade, It wiggles, moves back and forth.
It does not rotate 360 like a drill chuck would.
Anyone know how it is supposed to operate?

Older engines without oil or air filters sucked in a lot of dirt and needed regular valve touchup. Some 1930s-'30s engine valves came with two holes in the top. Springs were removed, abrasive paste smeared on the seat. The two prongs in your machine were fitted into the holes in the top of the valve and the valve was reciprocated on the seat, the abrasive cleaning and lapping both valve and seat.

It’s a valve lapping tool, not a valve grinding tool

I learnt not to long ago, when stating ur same statement... that they were initially marketed and known as handcrank "valve grinders" .
I guess i ain't old enough 2b around in the beginning when they 1st came out.
