A very nice "marking gauge" indeed. Rabone would indicate it is of British origin.

Yep, a woodworker's scribe tool. Use the single pin for scribing a line for just about anything. Or use the single ping for marking a tenon and the double pin side for marking out the mortise. I've had one for decades, used it a lot when I was employed as a custom millworker.
