I had him year the cover off, and this is what was behind. And it was indeed outside,it had some caulk or liquid dealer of some kind he had to peel off. At this point I am positive it is telephone related, those wires look like phone cable wires

That's telephone (24 AWG) wire, I'd guess either a phone jack or more likely an intercom jack. Absolutely non-standard, and perhaps 50 to 70 years old, however

That jack may be old but the wire isn't. phone wire used to be solid color and cloth covered before that.
The newer pair wires is used a lot more things than just phone lines. I think computer cables were the first. Even before there was cat1 cables.
Now that the cover is off, the next is to pull out the connector and get the model/brand off of it.
What I do see is the remnants of a circular phone jack mounting plate. The plug that goes in is solid pins. But not in the premodular 4 pin format. I am thinking maybe a speakerphone or a flashing light ringer phone.
It looks like the brown pair is hooked up so there should be a brown pair at the phone demarc. if it is phone.

The romantic hills of central Umbria, Italy,
Easy. Multi-line phone from years and years ago (1950's-60's). Running 4 pairs. wasn't common for homes back then, more so for businesses.

(and now, by answering that, I've really dated myself!)

My best friend in grade school's dad was a stock broker, and had multiple lines into their house... Was always fascinated as our house had the 4 plug ones, hers had the 8 plug ones (just like this) and a *very* cool phone with a push-button to go from the "house" phone number to her dad's "business" phone number. and IIRC the business line buzzed, the house line rang, and we were told *never* to answer the buzzer phone....

BINGO!

It is a Bell 392A Jack. Took me a while to find the reference, but that is what it is.
