I could be making this up, but don't ratchets designed for lineman have something on the end of them, in this same position?

They are attachments so the ratchet can be attached to the end of an insulated stick for doing live line electrical work. The stick has a bolt and a similar setup, they get put together with a wing nut.See them all the time at work, usually klein, snap on,gray.Alot of them have a flat bar steel handle instead of the regular comfortable handle. That looks like Armsrtong just drilled they're handles so they would be able to have that ratchet without having to change the production line.

The electrical line attachment makes sense; if you buy them, just remove that attachment! Your done! :)

They look like fork drop out but they are all wrong and no pro mechanic would have two full size ratchets for jump tools. ( used for setting up QR's on wheels for fast changes)
