with that hook, looks to be a saftey device for removing a airbrake chamber...you have to unload it to get it off...

The are used for working on Railroad air brakes. The hook works with the ridge on the side of the tool to remove vent protectors. A vent protector is shaped like an upside down bell with two notches in the bottom. The ridge on the side of the tool fits in the notches and the hook holds the tool in place to remove/replace vent protectors. The big end is for removing the air brake air filter cover. The filter cover looks like a barrel cap. I don't know what the two different size notches on the side of the big end are for. If you find out please let me know.
